In this Insight Q&A Interview, we speak with Robert Morgan, who leads project delivery across the Midlands, London, and the South. Robert explains how Starfish Construction leverages digital innovation, communication tools, and integrated management to reduce risk, keep stakeholders informed, and ensure safe, compliant outcomes on projects of every scale and complexity.

Robert, can you explain how digital tools now shape the way Starfish Construction and project management teams deliver projects?


Robert: The way we deliver projects today is very different to even five years ago. Technology is now central to how we manage risk and communicate with stakeholders. Tools like Procore allow us to maintain a live, centralised platform where clients, consultants, and duty holders can access real-time progress updates, safety information, and documentation.

I recently read Daniel Jessimer's fantastic Q&A Insight Interview, 'De-risking Projects Through PCSA and Commercial Leadership,' which provided an excellent lead for exploring our approach, processes, and value we bring to project delivery. Digital innovation builds directly on that pre-construction foundation; it's how we ensure the success of project delivery, after extensive and careful planning with visibility and control during construction. It preserves the Golden Thread of information, demonstrates compliance, and ensures that every decision is transparent. For me, that's the difference between reactive management and proactive assurance.

How do digital tools help the delivery of projects in sensitive, live environments such as housing, schools, or manufacturing facilities?

Robert: Every environment carries unique risks. In occupied accommodation, it's about minimising disruption for residents and maintaining trust. In schools and colleges, safeguarding is paramount, ensuring students and staff are kept safe and informed. For commercial and manufacturing facilities, downtime is costly, so we plan every element of operations. Additionally, the defence sector has strict security and compliance demands.

On a recent education project, for example, removing Reinforced Autoclaved Aerated Concrete (RAAC), we used these tools to plan around daily timetables, ensuring safety for students and staff while keeping the programme on track. In housing, two notable projects are worth mentioning: a link to Sherburn Court and SGI, our Resident and Stakeholder Hubs, which provided residents and stakeholders with clear information and reassurance, thereby reducing queries and complaints and ensuring compliance with the Building Safety Act's resident engagement duties.

Digital tools help us adapt to all these environments. Our digital access control app, for example, utilises facial recognition to monitor everyone entering and exiting sites, with all activity recorded in a central database, ensuring safety, security, and compliance with safeguarding policies.

Procore provides live communication with stakeholders, while drones and thermographic surveys allow us to identify issues without intrusive inspections. The outcome is consistent: controlled risk, minimal disruption, and complete accountability.

What role do Starfish Construction's Integrated Management System (IMS) and SHEQ processes play in this approach?

Robert: Our IMS, accredited to ISO standards, is the backbone of how we manage projects. It integrates Safety, Health, Environment, and Quality (SHEQ) into every process. Our systems and approach ensure that we're not just delivering to programme and budget, but also to the highest standards of compliance and safety, aligning with both our own and our clients' environmental, social, and governance objectives.

We log every drawing plan, inspection, permit, risk assessment, and weekly project report digitally, ensuring they are traceable and auditable. For regulators, duty holders, and clients, accessible and transparent information is crucial to staying updated on all aspects of a project and ensuring compliance.

Additionally, these communication channels eliminate the need for unproductive meetings, site visits, and calls to discuss project progress and management of every phase, allowing us to provide immediate evidence. Throughout our projects, clients experience the Golden Thread in action, which gives them confidence that we leave nothing to chance.

How do digital platforms support communication and stakeholder engagement throughout project delivery?


Robert: One of the biggest challenges in complex projects is keeping everyone informed. Procore enhances our reputation and relationship with clients, project stakeholders and supply chain partners.

Additionally, we operate dedicated communication hubs for residents and stakeholders, where they can access project updates, safety information, contact information for project managers and resident liaison officers, and timelines. This level of openness builds trust. People know what's happening, why, and when, which removes a tremendous amount of uncertainty and anxiety for both residents and our clients.

How does this approach assist clients in managing compliance under the Building Safety Act?


Robert: The Building Safety Act demands evidence; clear, auditable records of how a Principal Designer and Principal Contractor manage a project safely and compliantly from conception to handover. By digitising processes, from surveys and design reviews to site inspections and sign-offs, we provide that evidence in a structured, accessible way, during the project and as legacy information.

Whether it's for Gateway submissions or regulatory reviews, our clients don't have to scramble for paperwork. Everything is documented and traceable. We reduce risk, shorten approval times, and ensure confidence when engaging with the Building Safety Regulator.

Finally, what advice would you offer to building owners, managers, and duty holders seeking to enhance risk management through digital tools?

Robert: My advice would be: see technology as an enabler, not a hurdle. Our approach to combining human knowledge with digital platforms drives efficiency and is essential to achieving safe, compliant, and sustainable outcomes in today's built environment.
