Health, Safety, Quality & Environment (HSQE) Management at Starfish Construction
HSQE shapes every decision we make, every project we deliver, and every relationship we build. It guides how we design, plan, implement, and support clients, from survey to handover. Our approach goes beyond compliance, embedding health, safety, quality, and environmental responsibility into every action, from individual conduct to company-wide culture.
From reducing risk to protecting reputations, we continually demonstrate how robust HSQE systems, supported by our people, deliver measurable value. It’s about building trust, ensuring sustainability, and leaving a positive legacy. Clients, duty holders, property managers, and surveyors trust us to safeguard their compliance through a proactive HSQE framework. We combine accredited processes, real-time reporting, and a culture of accountability to protect people, properties, and reputations.
From ISO-certified standards to site behaviours, our HSQE approach, reinforced through our Elevate Culture Initiative, helps ensure every project is safer, better built, and sustainably delivered.
Why HSQE Should Matter to Everyone
Clients, duty holders, and asset managers are under increasing pressure to ensure that construction and remediation projects are delivered safely, compliantly, and transparently. Choosing a contractor should never be based solely on price or availability; it’s about every project stage gate adding value, ensuring transparency and documentation, and delivering an outcome that meets all objectives. At Starfish Construction, our HSQE-led approach helps you meet legal, ethical, and operational obligations while reducing risk at every stage.
Every decision made on a project, from the PCSA stage through design process or on-site operations, must deliver a positive impact on safety, quality, environmental responsibility, and ultimately, your reputation. Clients choose us because our structured HSQE framework makes their role easier, safer, and more accountable. And we continually demonstrate, through every project process, that HSQE matters to us.
We combine certified processes, training compliance, and digital platforms, such as Procore, to provide you with real-time oversight of site conditions, incident reporting, and non-conformance tracking. From RAMS to reporting, our systems deliver visible, auditable proof, not assumptions.
By embedding HSQE into culture and practice, we help protect your:
Project delivery
by reducing incidents, delays, and rework through proactive controls.
Operational continuity
by identifying and mitigating risks before they escalate.
Reputation and compliance
by aligning with your duties under the Building Safety Act, Golden Thread, and ESG expectations.
Our transparency and shared knowledge approach extends to providing clients with insight to ask the right questions of a principal designer and contractor regarding HSQE, act with accountability, and uphold the highest standards.
Designing Out Risk
We ensure the safest and most efficient remediation projects begin long before anyone sets foot on site. Our approach to “designing out risk” is rooted in the Construction (Design and Management) Regulations 2015 and embedded through our Integrated Management System (ISO 9001, ISO 14001, ISO 45001). Our proactive approach addresses potential project risks, both commercially and operationally, before construction begins and throughout the project, saving time, reducing costs, and protecting lives.
NATHAN JESSIMER
HSQE MANAGER, STARFISH CONSTRUCTION
We work with clients from the earliest stages of project development to identify and mitigate potential risks before they surface. From façade remediation and cladding replacement to high-rise refurbishment and industrial roofing, we apply HSQE principles to inform every element of design and delivery strategy. In our role, we go beyond meeting minimum standards by integrating our knowledge with client aspirations and expectations, helping to deliver more innovative, safer, and sustainable project outcomes.
As part of our role as Principal Contractor and Principal Designer, we contribute to risk assessments, technical design reviews, method sequencing, and access planning, all of which we align with the requirements of the Building Safety Act and CDM 2015. By doing so, we help prevent rework, eliminate unnecessary costs, and ensure that we build health, safety, quality, and environmental factors into the programme from the earliest stages.
Our early involvement supports more efficient planning, enhances the clients’ Gateway submission process, and ensures that safety-led thinking runs through every layer of the build as the foundation for successful project outcomes.
HSQE Guidance. Explore our FAQs
Undertaking a façade remediation project can be complex. We build trusted relationships with consultants and clients by guiding decisions through knowledge and experience. Below are some frequently asked questions and answers for you to explore, which will assist you in understanding your duty as a property owner or consultant, what to look out for and te potential action to take, ensuring your property asset is compliant.
The first thing to expect is more than just compliance. A competent PD and PC will embed HSQE into every stage of the project, from early design and risk appraisal to documentation, delivery, and handover. At Starfish Construction, we actively support our clients' obligations under the CDM 2015 and the Building Safety Act by integrating safety, quality, and environmental performance from the outset.
Absolutely. We do this by combining a structured HSQE culture with real-time systems and transparent reporting. Our ISO-accredited Integrated Management System (IMS), digital platforms such as Procore, and our electronic facial recognition site register provide clients with total visibility into safety performance, training compliance, audits, and non-conformances. From RAMS to reporting, we provide you with evidence, not assumptions, so that you can demonstrate due diligence at every phase.
We operate a proactive incident and near-miss reporting system to ensure that we resolve issues and everyone learns from them. Our Root Cause Analysis (RCA) process ensures that we identify contributing factors, implement corrective action, and prevent recurrence. Clients are kept fully informed through real-time updates via Procore, and our safety culture encourages all site personnel to speak up early, thereby reducing the chance of escalation.
Through our online Resident and Stakeholder Hubs, we keep everyone informed, even those off-site. These platforms share key information, such as schedules, project updates, and site safety rules, supporting inclusive engagement and minimising disruptions. Paired with our Resident Liaison Officers (RLOs), we maintain a clear line of communication that builds trust and transparency with building users and local communities throughout the project.
Smart clients ask about more than qualifications; they also inquire about Skills, Knowledge, Experience, and Behaviours (SKEB), as well as systems and culture. You should ask:
- How do you manage and report near misses?
- Can I access real-time HSQE performance data?
- What systems do you use to track team competence and site compliance?
- How do you involve stakeholders and protect occupants during works?
If a contractor can't answer these with clarity and proof, consider it a red flag. At Starfish Construction, we welcome scrutiny because we've built our systems, people, and culture to withstand it.
